A landlord rehabilitating a vacant apartment unit may increase its rent by no more than the applicable amount based on rehabilitation spending: 10%, 15%, or 20% of actual monthly rent under the monthly-rent spending thresholds, or up to 20% of prior actual rent under the per-room spending threshold.
